Kelly, Gallego announce $7 Million for Tucson to Expand Safe, Affordable Housing Options
Today, Arizona Senators Mark Kelly and Ruben Gallego announced that the City of Tucson will receive $7,000,000 to expand access to affordable housing. This funding—awarded through the Pathways to Removing Obstacles to Housing (PRO Housing) program—will support efforts to streamline permitting processes, eliminate local barriers, and update land use policies, making it easier to build more homes. Additionally, the funding will help implement reforms to expand the availability of safe, affordable housing options for Tucson residents.
“A lack of affordable homes on the market is driving up housing costs for too many Tucson families,” said Kelly. “This effort will remove barriers to new construction and preserve the city’s existing housing stock—ensuring Tucsonans have access to safe, affordable places to live.”
“Rising housing costs put hardworking families across Arizona at a risk of homelessness. This $7 million grant will increase the supply of affordable housing in Tucson and help ensure that every family has a safe, stable, and affordable place to call home,” said Gallego.

The Pathways to Removing Obstacles to Housing program under the U.S. Department of Housing and Urban Development provides $100 million in competitive grant funding to help communities overcome barriers to affordable housing production and preservation. The program prioritizes communities with acute housing needs and supports activities such as updating land use policies, streamlining permitting processes, building new housing, and revitalizing existing homes.
