Kelly, Cramer Launch Senate Defense Modernization Caucus

Today, U.S. Senators Mark Kelly (D-AZ), Chair of the Senate Armed Services Airland Subcommittee, and Kevin Cramer (R-ND) launched the Senate Defense Modernization Caucus—a bipartisan, bicameral initiative focused on strengthening national security by integrating and adopting emergent technologies and ensuring the U.S. military is equipped with the most advanced tools and strategies to counter rising threats.  

Kelly and Cramer officially announced the caucus at the U.S. Chamber of Commerce Global Aerospace Summit today in Washington D.C., where they participated in a moderated panel discussion about the urgent need for a modernized force to address evolving global threats. The two highlighted the critical role of adopting advanced technologies and innovative strategies to ensure that U.S. military forces remain ahead of adversaries and stressed why bipartisan collaboration through this caucus is essential to drive the necessary defense reforms. 

“Ensuring that our military remains the most capable force in the world requires more than just maintaining current capabilities—it demands constant innovation,” said Kelly. “The Senate Defense Modernization Caucus is a critical step toward adopting the cutting-edge technologies needed to meet emerging threats. This bipartisan effort will help equip our servicemembers with the tools and strategies they need to protect our nation and stay ahead of our adversaries.” 

“The security of the United States is dependent on a modern, lethal, and nimble national defense,” said Cramer. “We can’t just keep pace with our adversaries, we must beat them. We established the Defense Modernization Caucus to spur real investment in our capabilities and foster a culture of innovation and ingenuity to meet the threats we face. I look forward to working with my co-chairs to drive the necessary modernization of the joint force.” 

Primary initiatives of the Senate Defense Modernization Caucus: 

  • Conduct research on emerging technologies, defense trends, and modernization priorities, and staying updated on relevant legislation, policies, and budgetary developments. 
  • Review existing defense modernization policies, statutes, and regulations to identify gaps and opportunities for improvement. 
  • Engage with military leaders, government officials, and industry experts to provide insights on defense modernization challenges and opportunities. 
  • Engaging with industry leaders to gather input on innovative technologies and strategies that can enhance defense capabilities. 

Reps. Rob Wittman (R-VA), Chair of the House Tactical Air and Land Forces Subcommittee, and Pat Ryan (D-NY), Vice Ranking Member of the House Armed Services Committee, are leading the House counterpart to the Senate Defense Modernization Caucus.
